Background
The European Commission recommends in the Consolidated Procurement Directive that authorities provide their purchasing and procurement information via a Buyer Profile and this facility has been incorporated in this procurement portal. The Buyer Profile provides information on purchase plans, contact details and future, current and past contracts. By publishing this information the Driver and Vehicle Licensing Agency - Procurement Portal (DVLA) offer suppliers the opportunity to identify future opportunities, respond to current opportunities and view which suppliers have already been awarded contracts along with the goods and/or services purchased.
Overview
The DVLA Procurement Portal has now been updated to facilitate the use of electronic means in the tendering process by both DVLA buyers and suppliers, thus saving on time and paper.
The DVLA uses BiP Solutions' Delta-ets system to populate contract notices and manage electronic expressions of interest within Select.
Select is a web-based application that allows suppliers to register, maintain and submit their pre-qualification data online, at no cost.
Once registered a supplier can create multiple profiles, each with data customised to different markets or specific tenders. Provided suppliers maintain their information within the database, this will remove the need to re-submit pre-qualification data (i.e. accounts and turnover) for every DVLA tender. Select allows the DVLA to create approved lists of suppliers who will be invited to tender for a specific contract.

What is a Buyer Profile?
A Buyer Profile provides a free dedicated area for procurement information, allowing suppliers access to the whole life cycle, policy and procedures, as well as displaying future, current and past contracts/awards for the DVLA.
